Board Meeting: June 29, 2026 @ 4:00 PM

PERSONS PRESENT: Barry Mansell, Nancy Martin, Harry Johnston, Chris Wilbanks, Steven Woodruff, John Workman, Dwayne Fowler, Darrell Caudill, Wesley Banks, Nick Clark, Bryan Watkins, Beth Jones, Clint Blackwell, Garry Hensley, Joey Buice, Jody Henson, Tyler West, Jamie Veley, George Parks, Tyler Childers, Ryan Sarks, Greg Long, Alison Cagle, Jeff Hooper, Sharon Clark, Eric Wright, Jennifer Arp, Melissa Darvish, Dustin Barrett and Mike Roach.

Member Becky Dabbs was not present at the meeting.

Barry Mansell, Chair, called the meeting to order.

1.  AN INVOCATION WAS GIVEN BY STEVEN WOODRUFF, FOLLOWED BY THE PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA.

2.  BRYAN WATKINS REQUESTED APPROVAL OF CHANGE ORDER #1 FROM NORTH GEORGIA CONCRETE FOR THE ETOWAH WATER TREATMENT PLANT RAW WATER POND EXPANSION PROJECT. Mr. Watkins noted the Change Order reflects a 231-day increase in the contract duration. Mr. Watkins noted that the project’s original final completion date was July 10, 2026, and the proposed revised final completion date is February 26, 2027.

MOTION BY JOHN WORKMAN AND SECOND BY NANCY MARTIN TO APPROVE CHANGE ORDER #1 FROM NORTH GEORGIA CONCRETE FOR THE ETOWAH TREATMENT PLANT RAW WATER POND EXPANSION PROJECT. All members present voted for the motion.

3.  BRYAN WATKINS REQUESTED APPROVAL OF A CONSTRUCTION BUDGET FOR THE WATER TREATMENT PLANT EXISTING RAW WATER INTAKE REHAB PROJECT IN THE AMOUNT OF $3,360,000.00. Mr. Watkins noted this project is listed in the Water section of the current CIP with a total original estimated cost of $5,000,000.00.

MOTION BY STEVEN WOODRUFF AND SECOND BY CHRIS WILBANKS TO APPROVE THE CONSTRUCTION BUDGET FOR THE WATER TREATMENT PLANT EXISTING RAW WATER INTAKE REHAB PROJECT IN THE AMOUNT OF $3,360,000.00. All members present voted for the motion.

4.  MOTION BY HARRY JOHNSTON AND SECOND BY NANCY MARTIN TO APPROVE THE 5/18/26 BOARD MEETING MINUTES AS PRESENTED. All members present voted for the motion.

5.  BETH JONES PRESENTED THE FINANCE REPORT. Mrs. Jones reported that total revenues are approximately $1,490,989.00 below budget projections for the period ending 4/30/26. Mrs. Jones reported that total expenditures are approximately $1,796,494.00 below budget projections for the same period. Mrs. Jones reported year-to-date net income of $7,467,724.00 for the period ending 4/30/26.

6.  CLINT BLACKWELL PRESENTED THE WATER TREATMENT OPERATIONS REPORT. Mr. Blackwell reported an average daily treatment of 22.550 MGD for the month of May 2026 at the Etowah River Water Treatment Facility. Mr. Blackwell reported that the Hollis Q. Lathem Reservoir is currently at full pool at 1189.2 ft. Mr. Blackwell reported a cumulative rainfall total of 41.37” for the past twelve months.

7.  JAMIE VELEY PRESENTED THE WASTEWATER TREATMENT OPERATIONS REPORT. Mr. Veley reported an average daily treatment of 2.97 MGD at the Rose Creek Wastewater Treatment Facility, as well as a total reuse monthly flow
of 3.05 MG. Mr. Veley reported an average daily treatment of 5.78 MGD at the Fitzgerald Creek Wastewater Treatment Facility, and an average daily treatment of 0.37 MGD at the Riverbend Wastewater Treatment Facility.

8.  JENNIFER ARP PRESENTED THE ENVIRONMENTAL REPORT. Mrs. Arp noted that a wastewater spill occurred at 5215 Ferry Creek Lane during this reporting period. Mrs. Arp noted that approximately 27,280 gallons were spilled due to asphalt in the line from street paving. Mrs. Arp noted that Authority crews cleared the line and repaired the manhole to resolve the issue.

9.  GARRY HENSLEY PRESENTED THE CONSTRUCTION REPORT. Mr. Hensley noted that Authority crews have completed work at Holly Springs Parkway and Trickum Road. Crews are continuing work at Conns Creek Road and Flatbottom Road.

10.  DWAYNE FOWLER PRESENTED THE GENERAL MANAGER’S REPORT.

11.  MOTION BY NANCY MARTIN AND SECOND BY STEVEN WOODRUFF TO ADJOURN. All members present voted for the motion.
